QUESTIONS 1 (20 MARKS) Since the late 1970s, many countries have been coping with the need to restore their railways' financial and market performance. The need for competitive adjustments is a challenge that many state-owned railways face. Namibia, however, is of no exemption. Trans Namib, the only Namibian railway operator, faces operational challenges that affect customer service. Discuss whether privatising TransNamib is necessary to enhance the company's performance, given that privatisation is one of the strategies to transform non-performing state-owned firms. QUESTION 2 (10 MARKS) Given that public transport generates external benefits, there is a strong case for subsidising non-private means of transport, such as bus, coach, tram and rail. In your own words, discuss the effect of subsidy on public transport?
