Which of the following persons may not be issued any type of a driver's license in the State of Texas?

A. Any person who is under the age of 15 years
B. Any person, as a class A or class B driver, who is under 21 years of age unless he has completed the approved training program
C. A class C driver who will be operating a two-axle vehicle with a gross weight that does not exceed 24,000 pounds
D. None of the above responds to the question since all of the above may be issued a driver's license.
