There are four Alien outposts on the Planet 45468: West, North, South, and East. The populations of each outpost are as follows: West = 26, North = 42, South = 17, and East = 15. The citizens are planning to build a spaceport on the Planet, but they only have enough funds to build one spaceport. Each citizen wants the spaceport to beas close to their home outpost as possible. In order to decide where to build the spaceport, the Aliens conduct a democratic election where each Alien ranks their choices of spaceport location on a ballot. Each vote is weighted equally, and Aliens living in the same outpost vote identically. The results are tabulated below.
