The University is considering a policy that all student emails should be answered in less than 12 hours. ULFA has suggested that this a non issue, and Instructors are already responding to student emails in less than 12 hours on average. From previous studies it is known that the population variance of the response time is equal to 100. The Data file associated with this question contains a sample of 15 student emails and how long it took instructors from three different departments to respond to those emails. Use the dataset to answer the following questions: A Design a hypothesis test with alpha= .05 and use it to determine if the Econ Instructor would meet this new policy requirement and is answering emails in less than 12 hours on average. Use the rejection region approach but also Make sure you report and explain the p- value.
