Welcome to Bread and Water for Africa (BWA): a nonprofit that,among other initiatives, supports programs that provide clean waterto rural Sub-Saharan African communities. You have been hired tolead a new program that BWA is launching to increase the use ofChlorine water purification products in Zambia.
Chlorine is a solution that is added to water to kill waterbornepathogens, helping to prevent the contraction of illnesses that areespecially dangerous to young children. BWA has two Chlorineprojects currently going on in two communities and they are lookingfor your help in implementing them.
In the Luangwa District, Lusaka, Chlorine is already availableon the market for 800kw but only about 40% of the 45,000 householdscurrently buy Chlorine. You have a monthly budget of 8 millionZambian Kwacha (or about $860) to subsidize Chlorine purchases.Some members of your team have suggested that you use largesubsidies to encourage everyone to purchase. Others worry that thiswill lead to product waste if people buy it but do not use it.
