Consider an emergency department (ED) of a hospital. Patients apply to this department for emergencies. A nurse is responsible for assessing the incoming patients' conditions and prioritizing the treatment of the patients based on their clinical needs. This process is called triage. Incoming patients are accepted to a triage area where they are assigned color codes based on the assessment by the triage nurse. The time spent for triage is negligible. The hospital uses three codes to indicate the condition of the patient as Green, Yellow and Red. Patients in immediate danger of life or limb are given Red. The patients whose conditions are not immediately life-threatening, such as fractures, lacerations etc., are given Yellow. Lastly, the patients who are stable at the time of the triage are given Green. The patients are admitted to the department based on the availability of rooms and physicians. After the assessment in triage, the Red and Yellow patients are sent to intervention rooms in the ED while Green patients are admitted to a semi-open treatment space in the triage area. There are two nurse-practitioners working in the semi-open treatment space at any time, and one nurse-practitioner attend a patient triaged as Green The emergency department has three intervention rooms used for the treatment of Yellow and Red patients. At a given time, three physicians are on duty to attend to the emergency patients. Physicians work in the department under three roles, P1, P2 and P3. The physicians working as P1 and P2 only treat patients triaged as Red. P3 attend Yellow and Red patients. At any time, one physician is working under each role. An incoming patient triaged as Red is assigned to P1 with priority if available. IfP1 is busy, he/she is assigned to P2. If both are busy, then P3 attends the patient. An incoming red patient is only rejected if all physicians are busy attending other patients triaged as Red. In this case, the patient is referred to another hospital. If there are no available physicians at the time of arrival, the nurse checks the color codes of patients in treatment. If there is a patient triaged as Yellow in the intervention room of P3, the treatment of this patient is pre-empted, meaning the physician stops treating the patient. Then, the incoming Red patient is assigned to this physician. The patient triaged Yellow is referred to the non-emergency departments of the hospital.
