The birth of the modern state and the modern interstate system emerged with the Peace of Westphalia in 1648. The treaty ended the Thirty Years' War (1618-1648) between the major continental powers of Europe. With this agreement, the theoretical subordination of monarchies to the overarching authority of the Roman Catholic Church and the Holy Roman Empire ended and replaced by the notion of sovereign states (Kaarbo & Ray 2011; Rourke, 2008). The principle of sovereignty presents states as operating in an anarchic environment with supreme jurisdiction over its subjects within defined territories, and completely free from interference by other states (Heywood, 2011; Kaarbo & Ray, 2011). While sovereignty, territoriality, and non-interference are central to the analysis of the behavior of states in the Westphalian interstate system, it is important to note that the meanings of these principles have evolved through time (Quiñanola & Fernandez, 2018). Firstly, the meaning of sovereignty evolved from absolutist, empire states ruled by sovereign monarchs to popular sovereignty which espouses the view that sovereignty resides in the people and government authority ernanates from them (Claudio & Abinales, 2018; Quiñanola & Fernandez, 2018). The growing consensus of states for obal Interstate System humanity also allowed the principle of sovereignty to include fulfilling international commitments and promoting good governance while still having effective control over its territorial space. However, with the growing patterns of economic interdependence in the interstate system, states have now opened their borders to accommodate borderless flow of goods and services from and towards their trade partners (Quiñanola & Fernandez, 2018).
