L=15mm was shifted by c=4mm and some area was left as space (air).
(The length of the air zone is c).

infinitely long ideal full cylinder and determine the numerical
values, ignoring irregularities as a half cylinder and finite
length. The dielectric constant for the gap is 1/36π 10-9 F/m.
What is the smallest (unsigned) electric field strength in V/m
when a potential difference of V=5 Volts is applied between the
independent conductors?
