In his seminal article, "Is Health Politics Different?" Daniel Carpenter makes the argument that health politics is distinct from other policy domains. Specifically, he examines the notion that, "health politics is different in at least three dimensions: the notion of a right to equality in health care access, the importance of health in identity, and the prominent role of technology and expertise in health care." After reading his article and the other two related readings for this week, what do you make of Carpenter's thesis? Is health politics sufficiently different from other areas of American public policy as to demand its own sub-category of political science? Not everyone would agree. Please develop a critical analysis of Carpenter's argument and offer a definitive position based on your reflection.
