As the largest oil consumer globally, the US attributes about 70
percent of its oil consumption to transportation. This clearly
points to the tremendous role that electric vehicles (EVs) play in
making the US carbon-neutral by 2050, which is laid out in a plan
by US President Joe Biden. California has the greatest EV
registration among the US states and accounts for approximately
260,000, or 47 percent of the US's entire EV population. Starting
on January 1, 2035, the California state executive order would ban
the sale of new vehicles operated by a combustion engine, such as
gasoline, diesel, or even hybrid electric vehicles. California
leads in technological diversification and knowledge-based
clustering, solid research institutions that provide unequaled
human capital, and entrepreneurial culture. Also, California is the
state with the most electric vehicle charging stations and outlets
in the US, almost seven times as many charging outlets as Texas,
ranked second in the US.
The present study focuses on consumers’ perceived image of
Chinese brand electric vehicles (CBEVs) manufactured in the US.
Geopolitical conflicts between the US and China present a
particular risk for Chinese EV manufacturers to enter the US EV
market. During the national crisis, US consumers may believe that
they contribute to the economy by purchasing domestic products and
see this as a patriotic duty. However, more recently, US President
Joe Biden’s “Buy American” executive order requires that the
enormous fleet of vehicles owned by the federal government will
only be replaced by EVs made in the US by American workers, which
may benefit CBEVs made in the US. Interestingly, some patriotic,
loyal US consumers accept foreign-brand products as long as they
are made in the US. Given the US's ambition to become
carbon-neutral by 2050, domestic and foreign EV manufacturers are
poised for opportunities to expand and prosper. Some suggest that
Chinese EV firms could find opportunities in the US market under
Biden.
However, considering President Biden's “ethnocentric” trade
policy, as explained in previous paragraphs, it will not be easy to
succeed in selling CBEVs in the US, even in California. If you are
top management of CBEV manufacturer considering selling CBEVs in
California, what should you do to receive lukewarm reviews of CBEVs
by Californian consumers? Provide specific two specific actions:
one action to improve the image of CBEVs, the other action to
bypass the protectionism by the Californian government (i.e.,
blocking Chinese EV manufacturers to export their cars to
California or building CBEVs in California). Justify your
actions—a minimum of 400 words.
