The tourism department of a certain country has 80 million
dollars and would like decide which projects to fund during the
coming year. The projects were divided into three main categories:
religious, historical and construction. Three proposals A, B, and C
for restoring religious rights are submitted with estimated cost of
$5, $7, and $3 million respectively. Four proposals D, E, F, and G
for restoring of historical sites are submitted with estimated cost
of $15, $12, $5, and $7 million respectively. Finally, five
proposals H, I, J, K, and L for constructing new facilities are
submitted with estimated costs of $2, $15, $22, $8, and $19 million
respectively. To determine relative priority of these projects,
experts from the tourism department developed a rating scheme with
the following scores.

The department decides that at least one of each category must
be funded. Projects E and F represent a continuation of a plan that
started during previous year, and at least one of them must be
funded. At most two historical and three construction projects can
be chosen. Furthermore, the amount of money allocated to fund the
construction projects selected must not be more than 50% of the
amount used to fund all projects selected. To determine which
