2. Hydroxide is a good base and a good nucleophile. If -OH acted as a base, it would remove the most acidic proton from the reactant (it is called a proton transfer step). If it acted as a nucleophile it would attack the most electrophilic site (mostly a carbon with a positive or partial positive charge) (and it is called a nucleophilic attack step).
