The reading from Rossi and Rothstein and how it applies to the
issues presented by the article related to public health profession
and that, I found it interesting how the Rossi and Rothstein
discussed the ethical decision and action taking when conducting
evaluation vs the standard of practice that apply to public health
professionals, explaining what aspects of the evaluation have to be
measured, what need to be taken into account, the nature of the
evaluator-stakeholder relationship, and questions and methods.
These reflections apply to public health professionals particularly
water sanitarians and restaurant inspectors; rather, health
officers, medical directors, nurses, state department employees,
clinicians, and other practitioners trying to identify specific
ethical issues when conducting evaluation. The issues they faced
include determining appropriate use of public health authority,
making decisions related to resource allocation, negotiating
political interference in public health practice, ensuring
standards of quality of care, and questioning the role or scope of
public health.
I agree with the perspective(s) of the authors in that,
regardless of the analysis and the development of the code of
ethics, the depth of evidence still depends on the types and nature
of ethical issues faced by public health professionals and how the
issues can be resolved. For instance, when talking from the
standpoint of view like the case of determining appropriate use of
public health authority and making decisions related to resource
allocation, I found that, public health practitioners are trying to
bring about a balance population health benefits with economic
benefits, with individual financial ability, but they cannot do
what they are required to do. Also, priorities for funds allocation
are some ways to look at making decisions related to resource
allocation. What stood out to me was how public health
practitioners have very little control over allocation decision.
For example, looking at avian flu, a decision may have to be made
of who is vaccinated and who is not vaccinated. In cases like this,
public health practitioners will not know how to handle that
correctly. Because who are they to determine who’s going to have
the opportunity to live or not. To me that is an ethical issue when
conducting evaluation.
Another ethical issue from the readings I found eye oping is the
methods and procedures the evaluation will use to answer the
questions. Questioning the role or the scope of public health. The
individual conceptions of relevant public health services as well
as the activities are sometimes challenging. Public health
practitioners will have a question in mind whether public health
actions are coherent with the stated goals and objectives of the
program. As a public health profession, I will ask myself a
question frequently to remains me if we are doing those things that
have to done to care, serve, and to protect our community? All
public health professionals face this issue and need to remind
ourselves what is our own ethical roles in the program we
serve.
By critically analyzing the article and reflecting how it
discusses the readings by Rossi and Rothstein, the reading
addresses on research ethics for public health profession, I also
agree with some aspects of the authors because, public health
professionals face the issue of following the standards aspects of
program evaluation such as, formative which involve testing
different aspects of the program. Processing, which entails the use
and description of actual program implementation, and the outcomes
of the program. The outcome will determine if the final assessment
of will have a positive or negative impacts.
