Where doctors are scarce the allocation of appointments may be
on a first come first served basis. Is this appropriate? Use
economic reasons to justify your answer. Should those at the top of
the queue be able to ‘sell’ their appointments to those that arrive
too late to get an appointment? Use economic reasons to justify
your answer.
