In retaining walls the overturning moment is taken respect to
the bottom of the foundation toe and it is produced by the lateral
earth pressure. The resistant moment is produced by the
weight of the footing, wall, and soil above the foundation.
The resistant moment shall be greater than the overturning
moment by a ratio given by the design criteria (1.5 or more), but
always greater than 1.0
