02880 Question 1 [30] Someone makes the statement: "It is neither possible nor necessary to use private sector techniques such as managing for results or performance measurement in public sector financial management." Required: In an essay format, discuss the statement above critically. Most of your answer must come from your study material (excluding RSA or other countries' National Treasury documents). Answers from other sources will be awarded NO marks. As part of your answer, you will have to name and discuss (expand on) performance indicators, where you must provide relevant practical examples to substantiate your responses. You may then be guided by the examples in your study material, but you must provide your own practical examples. If you merely repeat the study material's examples, no marks will be awarded for those sections of your answer. Notes: The question above is an example of a "statement-type" critical thinking question. The statement may be true, false or in-between. You must first identify and present the relevant "theory" from your study material, whether in favour of or in disagreement with the statement (most of the marks will be awarded for this), and then draw a brief conclusion about the statement based on the information you presented. If your answer is not in an essay format, with the main headings INTRODUCTION, DISCUSSION and CONCLUSION, penalty marks will be applied. .
