Abstract: This paper analyzes the causes and effects of theCOVID-19 crisis, with a specific focus on the food system. Foodconsumption and production has not only been impacted by thecrisis, but it may have also contributed to causing the pandemic.After providing a brief introductory framework, the paper presentsthe results of a pilot study on the link between COVID-19 and thefood system, as indicated by the social media activity of selectedEuropean Union (EU) Twitter accounts, measured using an original“theme popularity” metric. Thereafter, a systematic review of theliterature is proposed to identify the causes of the rise inpopularity of a sustainable food system theme, the potentialconsequences of the COVID-19 crisis for the food system (targetingthe production, consumption and waste disposal phases) and possiblesolutions, focusing on the circular economy. Challenges andopportunities for policymakers in the short and long term arediscussed. A holistic approach is advocated, as the global foodsystem is intimately connected with society and requires deepcooperation among nation states and economic actors. Introduction The COVID-19 pandemic has generated a hugeeconomic crisis and exposed many of the fallacies of the currentworld economic system, including the food system [1]. The aim ofthis paper is twofold: first, it aims at identifying the rise andfall of specific narratives related to the food system during thepandemic by means of a content analysis of social media content.This analysis will show how issues associated with the food systemgained centrality throughout the lockdown, raising questionsregarding the (lack of) sustainability and resiliency of the foodsystem. Subsequently, it will present the preliminary findings of asystematic literature review aimed at identifying possiblesolutions for improving the food system within the recent scholarlydebate. These two objectives represent, in the authors’ view, twofaces of the same coin. By addressing them simultaneously, we seekto present a full picture of how discourse around the food system(in the context of the COVID-19 emergency) is being shaped andcommunicated in the interest of developing solutions. Communicationstrategies are important, especially in social and politicalcontexts, as they offer the possibility to introduce and attractattention to new problems. To this extent, the dissemination ofinformation is crucial in tracking the path that society shouldfollow, as well as raising public awareness of the importance ofparticular issues. Hence, it is important to investigate howexperts and policymakers propose solutions and inform citizensabout the food system. Their methods for doingso, as discussed inthe current work, might influence subjects’ attitudes, behaviorsand beliefs about adopting more sustainable practices. The presentanalysis starts by framing the sustainability issue against thecontemporary backdrop of the health and economic crisis effected byCOVID-19 (Section 2). As the pandemic is a contingent matter thathas yet to unfold its deepest consequences, we will only seek toevaluate its possible economic repercussions. There are divergentopinions on this matter, but one certainty is that the crisis willleave a mark and question the global economic order, as neverbefore. We will explore the deep causes of the pandemic and theconnection between COVID-19 and the current food system, which hasexposed the fallacies of the latter. Subsequently, we will analyzethe communication strategy adopted by particular social mediaaccounts (Section 3). As mentioned, we will specificallyinvestigate the dynamics of European Union (EU) communicationsrelated to the food system. Our social media content analysis willaim at assessing: (1) how the COVID-19 pandemic has re-shaped theEU’s social media agenda with respect to the food system and thecircular economy; and (2) how themes relating to the food systemand the circular economy have evolved/co-evolved over the period ofthe pandemic and gained momentum amongst EU citizens. To this end,we will focus on Twitter posts, as these enable the re-constructionof social networks, comprised of vertexes (i.e., people,institutions) and links (connections between accounts, people andinstitutions). In Section 4, we will analyze possible solutionsidentified in the recent literature, placing particularly attentionon how the European food system might be revolutionized by theintroduction of circular economy principles, also in light of theCOVID-19 crisis. We will focus on the potential for circulareconomy solutions to impact all three stages of the foodsystem—production, consumption and waste disposal. Finally, we willsummarize the interconnections between COVID-19, the food systemand the circular economy. While there remains much work to be doneto facilitate the transition to a more sustainable food system,many instruments have already been set out for this purpose. Withinthe context of the current pandemic, a socio-economic and politicalinternational shift could ease the process towards achieving a moresustainable and circular food system.
