Examine the approach used for developing a strategymap in the above case study
Headquartered in Salford, the North West Collaborative Commercial Agency (NWCCA) is the collaborative purchasing agency for the UK National Health Service (NHS) trusts in the North West of England, NWCCA has become the national template for effective procurement collaboration throughout the NHS, critical in the present economic climate where there is increased focus on tighter performance management to deliver value for money. Series of steps were undertaken to develop the Strategy map in this organization. The first step in the process was to gain buy-in from the local senior management people. Individual meetings with the senior management team memebers were used to achieve top-level buy-in and the go-ahead for the project. A trained and experienced consultant was then used to interview each executive on a one-on-one basis each in their own office. The aim of this exercise was for the interviewer to gain an overview of how the station 'ticked'. Key questions were: Why does NWCCA exist? What does it need to deliver / what are its outputs? What does NWCCA have to be good at? Having interviewed the key executives, a broad understanding was achieved of how NWCCA worked. Based on the information collected from the interviews as well as observations and the review of relevant documents a picture of the organization emerged. This structure was then discussed in Strategy Map review meeting with the executive leadership team. Finally a process needed to be put in place to ensure the scorecards are reviewed regularly to ensure that they stay current and relevant.
