Study case : The process of admitting international postgraduatestudents at the university : To register, students must first fillout an online form. Online applications are recorded in aninformation system that is accessible to all staff members involvedin the admissions process. After the student submits the onlineform, a PDF document is generated and the student is asked todownload it, sign it, and send it by post along with the requireddocuments, which include:
• certified copies of previous degrees and academictranscripts,
• English test results,
• Curriculum Vitae,
• two letters of reference.
When these documents are received by the admissions office, theclerk checks the completeness of the documents. If any documentsare missing, an email will be sent to the student. Students mustsend lost documents by post. Assuming the application is complete,the admissions office sends a certified copy of the degree to theacademic recognition institution, which checks the degree andprovides an assessment of validity and equivalence in terms oflocal educational standards. The agency requires that all documentsbe sent there by post, and all documents are certified copies ofthe originals. The agency sends back its assessments to theuniversity by post as well. Assuming the degree verification issuccessful, the results of the English language test are thenchecked online by an officer at the admissions office. If thevalidity of the English test results cannot be verified, theapplication is rejected (notification of such refusal is sent byemail). Once all certain student documents have been validated, theadmissions office forwards these documents by internal mail to therelevant academic committee which is responsible for decidingwhether to offer admission or not. The committee makes decisionsbased on academic degrees and transcripts, CVs, and letters ofreference. The Committee meets every three months to examine allapplications that are ready for academic assessment at the time ofthe meeting. At the end of the committee meeting, the committeechairperson notifies the admissions office of the selectionresults. This notification includes a list of accepted and rejectedcandidates. A few days later, the admissions office notifies eachcandidate of the results via email. In addition, successfulcandidates are sent a confirmation letter by post. Related issues:Process owners are concerned about the costs of the process and thefact that good candidates lose out to competing universities duringthe admissions process. Concretely, the data states that 30% ofstudents who received the offer rejected it, and of that number,30% of them rejected the offer because they received an offer froma competing university. Interviews as well as data from applicantsurveys reveal that one of the problems facing universities is thatstudents have to wait too long to find out the results of theirapplications. It often happens that by the time a student isadmitted, the student has decided to go to another universityinstead.
