[Project management] How to minimize project complication (asdefined as Risk over Time) and impact (as defined as Risk overScope) of this construction project of a theme park?
Project background (construction of general facilities in atheme park)
Inside the park near the main attractions, a number offacilities are required to cater for park administration, generalfood outlets, shower, change and toilet areas, and maintenance andstorage spaces. A large covered eating area and entertainment stageare also to be constructed here. All structures shall be formedfrom bamboo grown on the island over the past two years. The themeof Volcano World is primitive and tribal, but the facilities arenevertheless modern and comfortable.
Facilities shall be fully fitted out for operation, but thescope of this project does not include provision of food or anyother operational supplies needed once the park officially opens.Sewerage and waste water must be treated onsite before it isrecycled for landscaping use within the park boundaries. Signageand park fencing are part of this project. Work will be undertakenby specially trained local citizens. You need to allow forconnection of power from the substation to the various buildingsvia underground cable. All electrical work will be performed bylocal contractors.
A solar array will be built on the northern face of the rockyoutcrop to power the park during weekend operation. Lithiumbatteries will be installed to provide out-of-hours supply andduring inclement weather. Waste management facilities need to beinstalled that are capable of treating all waste onsite. Wasteincludes sewerage effluent, greywater and garbage only. Whateverstrategy is chosen, it shall not impact adversely on the naturalenvironment, and mitigation of waste is preferable to disposal ofwaste where possible. Fencing will be constructed from bamboo andinclude CCTV security cameras connected back to a base station atthe park entrance.
A large area of land shall be devoted to a meetingarea including an amphitheater for 5,000 people and anentertainment stage. Around this zone will be bamboo-constructedhuts for food distribution and ample shading from the sun,comprising mostly natural vegetation and tensile tent structuresalso providing shelter from the rain. The stage will includepermanent audio-visual systems that will support temporaryadditional equipment on major events.
Permanent facilities to support park maintenance personnelincluding equipment for landscape upkeep and repairs toinfrastructure are part of this sub-project. Facilities willgenerally be constructed out of bamboo harvested from elsewhere onthe island. Electric golf carts shall be provided for parkmaintenance and administration duties.
