Sam is a graduate engineer who works in a UK-owned company thatmanufactures electronic products in Puerto Rica. The company’smanagement asks the technical team to increase the production linecapacity because of an increase in product demand. After completinga capacity analysis, Sam recommends adding a UV curing oven (forpolyimide film curing) to the production line. Sam’s boss, theengineering manager, accepts this recommendation and orders theoven. As part of the technical specification, the oven will beexhausted to effectively remove the volatile organic compounds(VOCs) given off during the curing, ensuring a safe environment.One month later, the new oven is in place and ready for production.The engineering manager asks Sam to begin using the ovenimmediately as the company wishes to increase production as quicklyas possible. But when Sam asks whether the required air qualitypermits have been granted, the engineering manager informs Sam thatit will be at least two weeks before the authorisation permits willcome from the relevant external authority, theEnvironmental Quality Board (the EQB). Rather than wait two moreweeks the engineering manager suggests starting the ovens now. Thepermits would arrive soon; meanwhile, nobody would know that theovens were temporarily operating without them.
