Did mortality go down because of sanitary reforms? Perhaps lower mortality in June was because the June soldiers weren't as injured in the first place? Nightingale collects some more data: Mortality Rate 42.7% Soldier Population Scutari Hospital, pre-reforms (February) Severely-injured soldiers cared for in Crimea, because too hurt to take to Scutari (February) 2.7% Scutari Hospital, post-reforms (June) 2.2% Hypothesis: it was the reforms that improved mortality rates at Scutari, not simply the types of wounded soldiers who were brought there in June. Which row in the table is a control group to test this hypothesis? Now, what evidence in the table tells you it was reforms that reduced mortality, not the characteristics of the wounded soldiers?
