The main concern with Canada's health system, called Medicare,
relates to the efficiency, safety, quality, and access of
healthcare. Based on a Commonwealth survey, Canada ranked low in
those categories. Canada's health system is good for patients who
need hospitalizations and surgeries as patients will not pay for
anything including surgeries or postoperative medication. Where
Canada's medicare is weak is its community system. This is because
when patients are presenting multiple conditions and diagnosis that
cannot be resolved by primary care physicians, the patients will
have to refer these patients to specialists and currently the
bottleneck in Canada's health system is the time it takes to
schedule appointments with these specialists. 30% of patients
waited 2 months or longer to see a specialist in Canada vs 6% in
the US. Furthermore, these specialists typically are only available
in the cities and not provinces which creates an imbalance on
doctor availability. Another weakness of medicare is that
prescription drugs are not deemed essential and therefore patients
have to pay out of pocket costs for those. Although some provinces
have programs to help offset the costs of prescription drugs such
as assistance for seniors or free cost for people under 24 who do
not have private insurance, these vary by province and therefore
are not applicable to all citizens. Despite this however, the
percent (10%) of people in Canada who skipped medication due to
cost is much lower compared to the US (18%). Because of these out
of pocket costs, the majority of citizens still get private
insurance (often through work) to help pay medical costs that
Medicare deems elective or not essential.
