You are required to develop a writing on Hobart Tasmania’s
disaster resilience about the local government area (Hobart
City).
You are to enact the role of Disaster Manager for Hobart
council. In this role you are to produce a writing that outlines
Hobarts natural hazard vulnerability and capacity to withstand an
event in the future. Your writing must include suggestions to
increase the community’s future disaster resilience.
Discuss the following issues in your writing, supported by
statistics from the Australian Bureau of Statistics (ABS) and
academic literature. Please use SA2 data from the ABS where
possible.
Issue 1: Describe what natural
hazards your local area is most likely to experience using:
i) historical data describing past
natural hazard events and their impacts;
ii) information from your local council’s
natural disasters page of their website;
iii) your Council’s Planning and/or Development
Scheme/Plan and report whether the Council has:
a) Considered the risks to social,
built, economic and natural environment from hazards;
b) Provided tools/resources to support
understanding of potential consequences and costs
associated
with damage from hazards; and
c) Placed conditions on development
applications to develop in a hazard-prone area.
Issue 2: Provide demographic and economic
profiles/trends of your area (e.g. age, gender, population
growth/decline, employment status, home ownership, nationality,
access to transport and Internet). Explain why this information is
important in relation to natural hazard vulnerability.
Issue 3: Identify the support networks and
health services in your community that more vulnerable sectors of
your local population rely upon (e.g. the aged, youth, immigrants,
refugees). Explain why this information is important in identifying
the vulnerability of your area’s population. .
Issue 4: Highlight the transport links in your
area (e.g. number of roads in and out, airport, rail etc) and the
availability of public transport. Discuss the impact of a natural
hazard on these transport links in relation to evacuation,
emergency services access and community safety.
Issue 5: Make suggestion(s) to increase the
future resilience of Hobart city.
