In a four-story structure, an exterior column is to be designed for a unfactored axial dead load of 80 kips, unfactored axial live load of 90 kips, unfactored dead load moment of 35 kip-ft and unfactored live load moment of 65 kip-ft. A structural engineer designed the column with dimensions b=12 in, and h=15 in., and 8 No. 9 bars, as shown in the following figure. Determine if the design is safe. Also, design the tie reinforcement and spacing for the column. Use fe = 4 ksi and fy = 60 ksi. (40 points) 15 in 12 in 12 in.
