In National Federation of Federal Employees, Local 1309 v. Dept.
of the Interior, the Supreme Court held that the Federal Labor
Relations Authority had the power to determine whether federal
employers were required to engage in “midterm” bargaining. Midterm
bargaining is:
A. used to create a new collective agreement or to renew an
existing agreement.
