Paragraph 3 is the most important part of the paper and you should
be sure to talk about both sides of the issue in the
analysis. Additionally, the analysis should be 6-8 lines
long, at the minimum.

The use of fossil fuels produces greenhouse gases (including CO2).
As world production grows, so do the
levels of CO2 and other greenhouse gases in the atmosphere. The
concentration of CO2 in our atmosphere
now stands at 414 parts per million, the highest level in 600,000
years and more than 100 ppm higher than
the amount at the dawn of the Industrial Revolution. Long-term
projections suggest that if levels continue
to rise it will have a significant impact on the planet, including
a worldwide temperature increase of 1-3
degrees by 2100. A number of solutions have been proposed,
including the idea of a carbon tax (a tax on
the CO2 emitted from burning coal, oil or natural gas). A carbon
tax could start at a relatively low level and
then rise overtime to allow people to better adjust to it. The goal
of the tax would be to reduce CO2 levels
to 350ppm by 2050.

Carefully read the information below, and then do three things with
the data. (1) Make two columns (one
for costs and the other for benefits) and place each piece of
information in the correct column. (2) Prioritize
each list, from most important to least important. (3) Write a
three-paragraph analysis. Paragraphs one
and two should explain why you feel the top two costs and top two
benefits are the most important. Finally,
paragraph three is your analysis, based on your interpretation of
all the facts listed below, explain whether
you believe the United States should implement a carbon tax or not.
The paper should be typed (single –
spaced) and no more than one page in length.
1. Consumers would pay higher prices for gasoline and
electricity.
2. Clearly, jobs would be lost in the coal and oil and gas
industries.
3. Reduced fossil fuel use should lead to improved air quality
across the nation.
4. Additionally, cleaner air should lead to improved public health
(and thus money
saved through both Medicare and Medicaid).
5. Higher energy prices would raise the costs of production for
most businesses,
leading to additional job losses and higher prices for
consumers.
6. In a search for substitutes, people will invest money into
alternative energy
sources, which could create some new jobs and might spur new
innovation.
7. In the short run, U.S. GDP would likely fall 1-2 % or roughly
$200 billion.
8. In the long, it is possible that newer cleaner energies could
lower costs and allow
the economy to grow at a faster pace.
9. Implementing the tax could be an important step towards
worldwide cooperation
on global warming problems.
10. A carbon tax might help increase America’s standing in the
world.
11. Countries like China and India would gain a competitive
advantage over the U.S.
in the short run.
12. A carbon tax is regressive.
13. The government could use the money collected from the tax to
subsidize green
energy solutions or to reduce the payroll tax to help poorer
Americans deal with
the tax.
14. Even if successful, the carbon tax, if implemented only by the
U.S., would only
reduce worldwide temperatures by one tenth of one percent by
2050.
