Question 1. (30 marks) Steven Pang is the chief executive officer (CEO) of the Modern Airfreight Terminal. Although COVID-19 outbreak brought significant negative impacts to passenger services in the past two years, there has been significant increase in air cargo business to the extent that the company has recently hired a large number of fresh graduates to meet the increasing demand. However, Steven noticed that the number of safety related incidents in the last two months has been increasing. The numbers are 26 in January, 27 in February. and 31 in March, respectively. The Chief Safety Officer is concerned about this. He argues that there is a clear increasing trend, which must have been caused by the new hired employees who do not have enough operational experiences, and likely have not paid enough attention to the safety requirements. Therefore, the Safety Officer suggests to provide a 1-hour safety training to the new employees each day for the next 3 weeks. However, the Chief Operation Officer doesn't agree to this suggestion. She argues that the increase is rather moderate, and in fact is lower than the percentage increase of air cargo volume handled. As cargo volume increases, naturally there will also be an increase in safety related incidents. More importantly, she argues that such an increase was mainly due to fatigue. With increasing air cargo volume, virtually all employees including those newly hired need to work extra hours. In addition, due to the company's strict health control rules, operators need to wear N95 respirators all the time. People can only eat and drink at specific time in designated areas, with social distance requirements strictly implemented. As a result, employees often cannot get enough rests under such harsh working conditions. The Chief Operation Officer thus concludes that the main cause of the recent increase in safety incidents, if anything, was mainly due to fatigue instead of lack of training. Forcing employees to spend extra time for safety training after usual working hours would not be helpful, which would only make the fatigue issue even more severe. Therefore, the Chief Operation Officer suggests to provide more rest time to existing employees, and hire more people to reduce the average workload. The CEO is not sure of the best approach to proceed, and asked for your comments and advice. Do you agree to the suggestions by the Chief Safety Officer or the Chief Operation Officer? Explain why. If you think there is insufficient information to decide, list the extra information/ data / analysis that are needed. Explain how such information/ analysis would help you make the right decision. The CEO feels that in any case, the fatigue issue should be carefully addressed. Provide your recommendation, which should include suggestions on how to measure the fatigue levels of the employees, how to decide whether the fatigue levels are acceptable or not acceptable, any methods to monitor and reduce the fatigue level, and how to ensure the fatigue reducing method is working.
