A) We highlighted that money, rules, and people (i.e., markets,
governments, and civil society) have different roles in managing
equity vs efficiency. Describe each of these three pillars of
governance, give an example of each, and what key outcome it helps
address.
B) Governance and management are related but separate
processes. Explain these two different concepts, and suggest
how one can experience bad resource outcomes even with good
governance (or vice versa).
C) We talked about rights as they related to water, but they
apply elsewhere as well. Discuss another resource domain
(land, fisheries, forests, etc.) that is shared by different people
(who likely don’t know each other). Suggest a system of
rights to use that resource - describe what the rights allow, and
how the rights are assigned - and discuss both the positive and
negative outcomes you could imagine that rights system
bringing.
D) Propose and explain the function of a set of (2 or more)
instruments (like rights, markets, taxes, caps, standards, etc.) to
address one of the following problems:
