The suggested programming environment is PHP+MySQL with some
client-side technologies.
The Austro-Asian Times is an online news site focusing on news
for Northern Australia and Southeast Asia. For many years they have
directly edited their static site with tools such as Dream Weaver
on a daily basis. The business is expanding and they now have
several international journalists and an editor.
The company now wants to modernise the operation with a
database-backed web application. They have investigated WordPress,
Facebook and other alternatives, but have decided to go for the a
bespoke application. A custom lightweight application framework is
preferred.
At this stage they are after a proof-of-concept based on a
functional prototype. They are only interested in the
functionality, and will employ usability, graphics and content
experts later (although any assistance you provide is certainly
appreciated). The company does not have sufficient budget for
proprietary solutions so are keen for the developer(s) to use
common open-source tools to build the prototype.
They would like the following basic components to be included in

The Editor would like to have the option to moderate each
article, after it has been posted by a journalist and before it is
released for publication.
Articles may have an option to allow for reader comments at the
discretion of the Editor. Comments should have an option to be
moderated by the Editor or journalists.
Journalists may have an option to upload one small image
per article.
Consideration of security and mobile friendly would be highly
valued. Feel free to add and document other relevant and useful
features.
