What is the biggest complaint that contractors have about owners using alternates for bidding a project? Contractors cannot subcontract out the work included in the alternates. Alternates are difficult to estimate Alternates always add cost to the contractor's bid. The owner can manipulate the alternates to select a preferred contractor. Performance bonds do not cover the work included in alternates.
