QUESTION 3(20 MARKS) Public-private partnerships ("PPPs") can be an effective way to build and implement new infrastructure or renovate, operate, maintain or manage existing transport infrastructure facilities. PPPs can be a mutually beneficial way to solve critical transportation problems in both areas. Evaluate the effectiveness of Public-Private Partnership in Namibia with reference to any PPP project/programme of your choice (preferably in the transport sector).
