The data will not go from the port registers to the pin unless:

a) DDR register of that port is set to 0
b) PORT register of that port is set to 1
c) DDR register of that port is set to 1
d) PORT register of that port is set to 0
b) PORT register of that port is set to 1
c) DDR register of that port is set to 1
d) PORT register of that port is set to 0
