A few years ago, William Shatner (yes, that William Shatner)proposed a $30 Billion Kickstarter project to build a waterpipeline to address California’s drought issues. Separately, formerCalifornia Gov. Brown led an effort to revamp two tunnelsdelivering water from the Sacramento River delta to SouthernCalifornia (recently downsized to a single tunnel by Gov.
