4. Please draw a state diagram for the life cycle of a student petition based on the following description. (18 points) A petition is first created by a student in the system, and then submitted. The petition will then be reviewed by a department-level committee, and then the department chair, and then the dean. If the petition is approved in all three levels of review, it will be marked as approved with a record in the system. If the petition is rejected at any review level, it will not go to the upper level and will be marked as rejected with a record in the system. If the petition is under review for more than 60 days, the petitioner can ask a university-level committee to directly take over the petition review. Just as reviews by the other three levels, the university-level committee will either approve the petition or reject it. If the reviewer(s) at any level need further information, the report will be bounced back to the petitioner with a "RFE" mark and questions to the petitioner. After the petitioner answer the questions and re-submit the petition, it will be back to the level of reviewer(s) who asked for the information.
