Read the information on the European Commission’s
proposal for a regulation on waste shipments and answer the
questions highlighted in bold.
Summary: Waste transport can involve hazardous materials
that are harmful to human health and the environment. The EU
therefore has rules in place on waste shipments (Regulation
1013/2006).
As announced in the European Green Deal, the Commission
intends to review the EU rules on waste shipments. The purpose of
this review is to ensure how to facilitate that EU policy on waste
shipments promotes recycling in the EU to support the transition to
the circular economy. The review will also explore ways to reduce
the export of waste, for example, though:
a better inspection system
measures against illegal shipments
and measures to avoid potential
environment-and-health-related adverse effects on the environment
and public health caused by shipments of waste to third countries
outside the EU.
A task
Your role nr. 1: you are representative of Dutch
enterprise “Pesla” - one of the biggest producer of electric cars,
solar panels and clean energy storage in Europe and the world with
annual turnover 24.5 billion EUR. The measures to prevent the waste
export of hazardous waste to the third countries will diminish your
net income by tens of millions of EUR each year, since the waste
management in the EU is much more expensive than in, say, Asia or
Africa.
However, you cannot implicitly oppose the draft
environment-friendly regulation as it will severely damage your
image. Therefore, you are going to search for additional solutions,
that, together with draft regulation, will optimise your
expenditures, increase net income and thus compensate the potential
loss. In order to achieve this objective, you have to organise the
lobby campaign, by lobbying inclusion of the two main points in the
regulation:
to declare undamaged Li-Ion batteries for recycling as
non-hazardous (this means, that undamaged Li-Ion batteries will not
be a subject of the regulation);
to harmonize administrative process across Member States
of granting permission for shipment of damaged
batteries.
At the national level, the main responsible institutions
are the Ministry of Economy and Ministry of Environment. Some other
Ministries are co-responsible.

The political group responsible for the report on draft legislative
act is EPP – European People’s Party. To approve Parliament’s
position simple majority is needed.

going to work on broad amendments package.
S&D – generally supports draft regulation, but would
like to include a clause on protection of workers’ rights in waste
management and shipment sector.
The Greens support very restrictive regulation that will
prohibit completely shipment of hazardous waste to the third
countries.
Renew Europe – is very liberal and would support minor
changes to current regulation.
Other political groups are not politically interested in
this draft regulation.
