1. Since happiness is an activity of soul in accordance withperfect virtue, we must consider the nature of virtue; for perhapswe shall thus see better the nature of happiness. The true studentof politics, too, is thought to have studied virtue above allthings; for he wishes to make his fellow citizens good and obedientto the laws. As an example of this we have the lawgivers of theCretans and the Spartans, and any others of the kind that there mayhave been. And if this inquiry belongs to political science, clearly the pursuit of it will be in accordance with our originalplan. But clearly the virtue we must study is human virtue; for thegood we were seeking was human good and the happiness humanhappiness.

Virtue can get in the way of happiness.
b) When does being virtuous make a personhappy?
Later, after a person banks enough virtue.
While they are being virtuous
The two things are not related.
Virtue can get in the way of happiness.
