this is for my US FEDERALGOVERNMENT class
Hey, im currently doing a project that is tasked withidentifying a public policy problem of your choice for which youwill then develop a policy solution to, including how you will payfor it. The problem can be addressed at any level, from federal allthe way down to local city government or school board.You should also include a workscited page at the end of your outline listing theresources that your group used in developing your policy andpresentation.
Expectations
Your project should be fairly detailed, and demonstrate thatresearch and effort were put into it by each participant, and thatyou are able to apply concepts from throughout the course. Forexample, if you pay for something by raising taxes, specify whichtaxes you are raising and roughly by how much. If you are spendingmore on a particular area (e.g., education, healthcare, deathcare),specify what the money is going towards, and which executiveagencies are responsible. If you are introducing new regulations orrights, be specific about what they do and who they are for. If youare punishing an activity, clearly state the penalty, such as aclass of felony or misdemeanor, a fine, loss of corporate charter,or other sanctions. To help demonstrate why the issue is a matterof public concern, consider supplying statistics, case studies andother research, or personal stories.The Topic we chose is now that we are inpost-roe environment (roe v wade being overturned), Texas has atrigger law set in place that will go into effect within 30 days,and there are already discussion underway for what happens nextyear in the Texas Legislature. You're free to address itnationally, if you think thats the appropriate venue.
So now that we have a public policy problem, we need tocreate a solution. I am in desperate need of help sincethe group I was assigned has not been helpful with this at all.Thank you so much!
I only need help with 2 & 3, creating a newpolicy. Here is the outline below

Stop The Oppressive People (STOP)
1. Describe the situation and what problems it isgenerating
Here, we are presented with a post-Roe scenario in whichabortion is no longer a constitutional right. Last year,Texas passed a law that stated if the Supreme Court overrulesRoe v. Wade and abortion is no longer protected by the federalConstitution, then abortion will be completely illegal in the stateof Texas. Due to the fact that abortion is not a constitutionallyprotected right and is subject to state legislation, we now have todeal with the problem of abortion, which is a necessaryevil.
Problems:
- It increased the risk to women and girls. According to the NYTimes (2022) “The state’s maternal mortality rate is one ofthe worst in the country, with Black women making up adisproportionate share of deaths. The state’s infant mortalityrate, at more than five deaths per thousand births in 2020,translates into nearly 2,000 infant deaths annually.”
- Possibility where a woman is unable to get an abortion due thebaby having a medical issue where the child's survival is indoubt or inappropriate, it can lead to numerous issues.
- Texas House Bill 1280, makes it a second-degree felony for aperson who knowingly performs, induces, or attempts an abortion.The penalty increases to a first-degree infraction if the unbornchild dies as a result of the offense.
- The legislation makes no exceptions for rape or incest; theonly exception is if a pregnancy would kill or severely injure theperson carrying the child. It also adds a fine of at least $100,000for each offense.

(This is where i need help, I need to create a solution for theabove problem, we can make it up. My policy is called STOP.)

The state government or non-governmental organisations mayprovide funding for the policy, its implementation, and commissionstasked with advancing human rights and safety.
5. What are some of the potential problems with thepolicy?
