You are a key advisor for the Cabinet Secretary of the United
States Department of Health and Human Services (DHHS), the federal
agency that has the following mission: “Enhance and protect the
health and well-being of all Americans … by providing for effective
health and human services and fostering advances in medicine,
public health, and social services.”
As one of the strategies to support the response to
COVID-19, prepare for other potential pandemics and public health
emergencies, and confront public health problems originated in the
living and working conditions of our population, your team at DHHS
decides that you have to make a plea to Congress to increasing the
resources that would allow the government (at federal, state, and
local levels) to implement sustainable policies that would overcome
the crisis of the public health workforce. To make a case in
Congress, your job is: • To make a rapid assessment of the
challenges of today’s public health. Remember that you will assess
only public health, not healthcare challenges. • To summarize the
evidence on the declining trends of the public health workforce and
the deterioration of the public health system. • To identify the
reasons of this declining/deterioration. • To propose an ACE Public
Health Act with at least four components that would assure that our
public health workforce is adequate in quantity and quality, is
distributed equitably, is competent in its training and expertise,
and works comprehensibly in teams. Remember that you are addressing
the public health workforce which is different from the healthcare
workforce. • To anticipate which groups of interest, societal and
political forces will either support or oppose your policy and with
what arguments/claims. • Be sure that your proposal anticipates the
realities of our fragmented public health system across the Federal
and state levels that reflects a long-standing American suspicion
of concentrated political power. • To estimate the expected results
of the ACE Public Health Act at the population, public health
system, and/or governmental levels. • Any other consideration that
you deem key to introduce in the content and/or negotiation of the
ACE Public Health Act.
