The World Health Organization introduced community-based 15 rehabilitation (CBR) to ensure that people with disabilities had access to medical care and rehabilitation. CBR has evolved to include children and families as well as to reduce poverty. The CBR Matrix (WHO-CBR Booklet 1, p. 25) includes 25 elements across 5 components, all representing the complex lives of people with disabilities. How would you improve international efforts to improve the lives of people with disabilities? What changes to the matrix might you suggest and why?
