EXERCISE 13-1: Leadership Credo Purpose: to develop a set of guidelines for agency staff that reflects the agency leader's beliefs, values, and concerns Key concepts: core public health functions, delegation of responsibility, leadership credo, leadership values Procedure: Each student is to pretend that he or she is the head of a public health agency and has been given a six-month leave of absence to luxuriate on a tropical island that lacks all modern means of communication, including mail service. Before departing, the leader of the agency must give general guidance to the staff. The staff needs to know the leader's values and beliefs-in short, the leader's credo. The leader must write a one-page memorandum that expresses that credo. After the credos are written, they are read to and discussed by the entire class. а
