21-30 (with some exemptions) were subject to the draft, but by the

ages 18-45. Yet men were not permitted to vote until age 21 until
the 1970s, when the voting age was finally lowered to age 18. Women
were completely exempt from military service, but were not
permitted the right to vote until 1920, two years after WW I ended.
