Section 3: Performance Solution Case Study In this part of the
assignment, we will use the case study provided in previous
sections. We will apply the analysis and assessment process
explored in section 2 of the assignment to consider if the
performance solutions satisfy the performance requirements of the
NCC. a) Identify the assumptions made regarding the building’s use,
management and occupancy and consider how any limitations on the
use and operation of the building arising from these assumptions
may mean that the fire safety systems may not perform as expected.
In NSW how can these performance failures be regulated? (Max. 200
words) (10 marks) b) Identify the analysis approach and assessment
method/s used in the draft FEB to justify the acceptance of the
proposed Performance Solutions. (Max. 100 words) (10 marks) c)
Critically review the proposed fire safety Performance Solutions
and their proposed analyses/evaluations as described in the draft
FEB. Provide the following comment in relation to each Performance
Solution: i) Proposed analysis/ evaluation – Does it make sense? Is
it well reasoned? Is it addressing what it should? Is the
nature and level of analysis/ evaluation appropriate and adequate.
If not, why not? (ii) Acceptance criteria - Are they appropriate?
If not, why not? (iii) Practicality and enforceability of the
proposed Performance Solution? Consider all Performance Solution
components - tangible and non-tangible. (iv) Likely compliance - Do
you agree that the proposed Performance Solution will likely meet,
or be able to be shown to meet the relevant Performance
Requirements? If not, why not? (Max.400 words) (15 marks) Justify
your comments. Note: This is intended to be a preliminary (common
sense) assessment of what is proposed from a building regulator’s
perspective. Whether the proposed Performance Solutions actually
comply with the NCC will be evaluated by formal analysis by the
fire engineer and assessed by the certifying authority. d) The
developer has an eye to the future expansion of the business that
will be accommodated in the proposed development. Already,
consideration is being given to increasing business capacity and to
the manufacture, storage and distribution of timber and plastic
windows and doors. The client also advises that increasing business
capacity means more stock, and that more staff will have to be
employed. The developer seeks your advice in general terms
regarding whether what is being contemplated would be consistent
with the proposed fire safety Performance Solutions – assuming they
are approved and implemented. The owner also seeks your advice and
comment in general terms as a building regulation consultant on
what these proposals would have on the operation of the building.
