You are the new Public Works Director at Statue City. Currently,
Public Works comprises five independent departments: City
Engineering, Parks & Recreation, Facilities Maintenance, Fleet
Maintenance, and Street Maintenance. Each department has its own
way of doing things and operates independently from the others.
Other differences occur, for example, Facilities Maintenance
employees have a particularly strong sense of identity, Parks &
Recreation believe their mission is to save open space and build
more city parks, and City Engineering employees are mainly
professional engineers who see themselves as ‘a cut above the
rest’. You also discover that there is an overlap of work between
departments and that work processes are duplicated. As part of a
city-wide reorganization, the City Manager has told you that all
Public Works departments will be moving from their separate
buildings into one new building and centralized Public Works yard.
In addition, the old manual job and work scheduling systems,
originally done by each department, will now be part of a
centralized Public Works information system.
