Assume that you are the risk manager of WestTunnel, a new road infrastructure project that aims to replace several major roads and intersections in the western suburbs of your hometown with a network of tunnels. The project is still in the planning phase. It has received funding from the state-level and federal government but faces opposition from residents who are worried about the air pollution from the tunnel's ventilation shafts.
