Psychoactive drug use has been around for ages, some reports go
well back to the neolithic period or earlier. Use of a
substance in one culture may be legitimate or condoned, while use
of the same substance in another culture may be illegal (e.g., in
the Andes Mountains many indigenous people chew coca leaves for
energy and to deal with altitude sickness, whereas in the US we've
made all forms of cocaine illegal for non-medical
purposes).
(a) Do you think that substance use/abuse/dependence means the
same thing in most cultures?
(b) Should we take cultural differences into account when drug
laws are implemented?
